Claims and Outreach Assistance


The Claims Division represents veterans and their dependents who seek benefits from the United States Department of Veteran Affairs (USDVA) with regards to compensation, non service connected pension, insurance or educational benefits. Our Claims Division has provided this service for the Department and the American Legion since 1943.

The Outreach Division was created in September 2004 to educate and assist underserved veterans to access USDVA benefits and to provide referrals to other agencies for additional services. The targeted population for outreach services includes but is not limited to the communities of color, female and homeless veterans.

Our offices are located in the St. Paul VA Regional Office (VARO) located at the Bishop Henry Whipple Federal Building. Additionally, the Department has a branch office located at the Fargo, ND VA Regional Office. Claims and Outreach assistance are available at both locations.

To get our representation, see your County Veterans Service Officer. Veterans and Dependents can also contact our offices directly at 612-970-5662 (St.Paul) or 701-454-4661 (Fargo). You will need to complete a VA Form 21-22, Appointment of Veterans Service Organization As Claimant's Representative. Membership in a veterans organization IS NOT REQUIRED for assistance from our Department and there is no charge for these services.
