Walz Encourages Soldiers to Submit Claims for Stop Loss Payments

Those Eligible Must Submit a Claim By October 21, 2011
The 2009 War Supplemental Appropriations Act established Retroactive Stop Loss Special Pay (RSLSP), providing $500 for each month/partial month served in stop loss status. Service members, veterans, and beneficiaries of servicemembers whose service was involuntarily extended under Stop Loss between Sept. 11, 2001 and Sept. 30, 2009 are eligible for RSLSP. To receive this benefit, those who served under stop loss must submit a claim for the special pay. Throughout the year, the services have been reaching out to servicemembers, veterans and their families through direct mail, veteran service organizations, and the media. But there is still money left to be claimed, and the deadline is approaching. The average benefit is $3,700

General Procedure
Individuals who meet eligibility criteria may submit an application between Oct. 21, 2009 and October 21, 2011. By law, there is no authorization to make payments on claims that are submitted after October 21, 2011. Eligible members should visit their specific service's Web site and submit their application on-line; on-line submission provides a claim number, allows for automated status updates, and provides a means for the military service to contact the applicant. If eligible members do not have internet access, they should print, complete and sign Department of Defense Form 2944, Claim for Retroactive Stop Loss Payment. Next, choose the appropriate method for submitting the claim form and available supporting documents based on your service specifications. This information can be found on your service's stop loss Web site. The following documents (see "Source Documents" below) are examples of authorized source documents but may not be comprehensive, depending on specific status and service.

Note on Eligibility
Effective Dec. 19, 2009, per the Defense Appropriations Act, stop-lossed servicemembers who voluntarily reenlisted or extended their service, and received a bonus for such reenlistment or extension of service, became ineligible to receive retroactive stop loss special pay. There may be rare circumstances where an individual can be eligible for this pay and have received a bonus. The Department continues to encourage all who believe they may qualify to apply and allow a service counselor to review each individual situation.

Source Documents
1. DD 214 (8-09), Certificate of Release or Discharge from Active Duty and/or DD 215 (8-09), Correction to DD 214, Certificate of Release or Discharge from Active Duty.
2. Personnel record or enlistment or reenlistment document recording original expiration of service date.
3. Approved retirement/transfer to the Fleet Reserve memorandum or orders establishing retirement prior to actual date of retirement as stipulated in DD 214 or DD 215.
4. Approved resignation memorandum or transition orders establishing a separation date prior to actual date of separation as stipulated on DD 214 or DD 215.
5. Signed documentation or affidavit from knowledgeable officials from the individual’s chain of command acknowledging separation/deployment, etc.
6. Revocation of retirement or separation orders.

Disaster Relief Grants Available for Minnesota Veterans and Families

As a result of recent tornadoes and storms, the Minnesota Department of Veterans Affairs (MDVA) is offering Disaster Relief Grants for reimbursable expenses to Veterans in 16 Minnesota counties.

All eligible applications and copies of receipts must be dated between disaster timeframe, as designated by the Governor and/or FEMA.
Expenditures must be made no earlier than July 1, 2011, and applications must be sent to MDVA and postmarked no later than Sept. 30, 2011.

2011 Veterans Day on the Hill

The Veterans Day on the Hill for 2011 was held Tuesday, February 15, 2011 starting at 9:30 am in the Capitol Rotunda. The event was sponsored by the Minnesota Commanders' Task Force (MN CTF), United Veterans Legislative Council of Minnesota (MN UVLC) and the Minnesota Association of County Veterans Service Officers (MACVSO). US Dept of Veterans Affairs GI Bill Emergency Payments

Secretary of Veterans Affairs Eric K. Shinseki announced further outreach to Veteran-students eligible for a special emergency payment of their education benefits. Veterans can now apply online beginning Oct. 2. Veteran-students can also request courtesy transportation to VA regional benefits offices.

Minnesota Medal of Honor Plaque Dedication

The Minnesota Commanders’ Task Force (www.mnctf.org) and the Minnesota Department of Veterans Affairs (www.mdva.state.mn.us) has commissioned a plaque to honor the fifty-five Minnesota Medal of Honor recipients associated with the state. These individuals have served in every conflict beginning with the Civil War and have helped maintain freedom and liberty during times of peace. The plaque was dedicated on June 13th as part of the Minnesota Honors Vietnam Era Veterans event.

US VA Awards $5.2 million for Minnesota Veterans Homes

To support high-quality health care for Minnesota Veterans at the state's Veterans homes, the Department of Veterans Affairs (VA) is awarding two grants totaling $5.2 million for improvements at the state-run facilities in Minneapolis and Silver Bay.

Twin City Metropolitan Area Location Study for Minnesota Veterans Homes

The purpose of this study is to compare campus development options. The primary comparison is between solely utilizing the existing campus for the seven-county metro area or abandoning the current site and dispersing out with smaller campuses into the seven-county metro area. The seven counties are Hennepin, Ramsey, Dakota, Washington, Scott, Anoka, and Carver. Some demographic consideration is also given for "near the metro area" counties which are Sterns, Wright, Sherburne, and Benton.

Disabled Veterans eligible for FREE Transit

Minnesota’s disabled veterans are now able to use public transportation throughout Minnesota at no charge beginning today. The transit benefit was passed by the legislature and signed into law by Gov. Tim Pawlenty this year.

Disabled veterans simply need to show the proper identification card to bus operators of any fixed-route service in the state, including Metro Transit and suburban transit providers in the Minneapolis/St. Paul area as well as regular-route services in Duluth, St. Cloud, Rochester, Moorhead, East Grand Forks and Mankato.

“This initiative will provide a tremendous service for disabled veterans in Minnesota. They are our nation’s heroes,” said Clark Dyrud, commissioner of the Minnesota Department of Veterans Affairs.

“How appropriate that this benefit for disabled veterans begins so close to the Fourth of July when we show our respect and support for those who defend the freedoms we enjoy,” said Peter Bell, chair of the Metropolitan Council, which oversees public transportation in the Twin Cities.

There are approximately 50,000 disabled veterans in Minnesota. The free ride benefit also extends to a personal care attendant who may be assisting a disabled veteran as they travel.

In the Metro area, this benefit is also available on the Hiawatha light-rail line and on the Northstar commuter rail line, which will begin operations late this year between Big Lake, MN, and downtown Minneapolis.

“The transit providers in Greater Minnesota are an important part of our multi-modal transportation system.  I appreciate that the fixed-route transit providers are acknowledging the contributions of our disabled veterans by offering them free service,” said Tom Sorel, commissioner of the Minnesota Department of Transportation, which oversees and funds transit service outside of the metro area.

To qualify for the free rides, disabled veterans must show a Veterans Identification Card, or VIC issued by a VA Medical Center with the words “Service Connected” or the initials “SC” below the photo.  The cards are available at the VA medical centers in Minneapolis and St. Cloud. Building 9 Demolition Planned at Minneapolis Veterans Home

Time Capsule from 1934 Found at Minneapolis Veterans Home

The Minnesota Department of Veterans Affairs, together with members of the Veterans community, will open a time capsule from 1934 during the cornerstone removal ceremony of historic building 9 at the Minneapolis Veterans Home Tuesday, July 7 at 10:30 a.m. The original cornerstone is dated at the start of construction, Nov. 11, 1934. Completed in 1937, building 9 was constructed almost entirely by hand over a span of nearly three years.

The ceremony also kicks off demolition of the existing structure and subsequent construction of a new 100 bed skilled nursing care facility on the site. Residents were moved from the current building 9 in November 2007 after structural problems were discovered.

Construction of the new facility is scheduled to be complete by fall of 2011. This project is funded in part, 65 percent, by the U.S. Department of Veterans Affairs, which awarded the state of Minnesota $17.5 million for demolition and construction of a replacement facility. Legislation was passed and signed by Governor Pawlenty approving a 35 percent state match of federal dollars. The state match is $10.1 million of the total project. In an effort to preserve some of the historical elements from building 9, a number of original features and decor will be incorporated and displayed in the new building, including the cornerstone of building 9.

Tuesday’s ceremony will include comments by Minnesota Department of Veterans Affairs Commissioner Clark Dyrud and the Minneapolis Veterans Home Administrator Judy Kurki-Coleman.

Become a Volunteer Driver for the VA / DAV Transportation Program at the Minneapolis VA Medical Center

We need more volunteer drivers desperately…and volunteers can volunteer one or more days a week. Volunteer drivers representing the various veterans’ organizations logged over 2.3 million miles in 2006 and volunteer over 80,000 hours.

Depleted Uranium

In recent years, a large number of Minnesota veterans, including those who serve in the National Guard and Reserves, have been deployed overseas where they may have worked with munitions and tanks that contained depleted uranium (DU). DU is a very dense metal that the U.S. military uses in munitions for its armor-piercing properties and in tank armor for its ability to protect against standard munitions.

While decades of research suggest that DU is not a health concern for the vast majority of service members, any Minnesota veteran or service member who believes he or she may have been exposed to DU may request an evaluation from their local VA Medical Center’s environmental health coordinator.

Honoring WWII Women Veterans luncheon

934th Airlift Wing Officer's Club (formerly, the Ft. Snelling Officer's Club); May 8, 2008 from 11:00 am to 3:00 pm

During World War II women volunteered, enlisted and went into the service of our country without blinking an eye because in their own words, “it was the thing to do.” Yet when they returned home, they came without fanfare, went to their respective homes and continued life like they had never been away. That is how the women veterans of WWII have lived, and been treated, for nearly 63 years.

Although long overdue, these Women Veterans will be honored on VE Day (Victory in Europe) May 8 during a special luncheon at the 934th Fort Snelling Officers Club to recognize the women who contributed so much to this great nation. As a way to say “thank you” to these veterans, family and friends are also encouraged to attend the event. The response has been very enthusiastic. As one woman said, “this is the first time we have ever been honored.”

Speak Out for Military Kids (SOMK)

Operation Military Kids is sponsoring a FREE Minnesota Operation called "Speak Out for Military Kids (SOMK) retreat. The event will help tell others what military families go through during mobilization and deployments. It is a chance to meet other young people going through the same issues. The event is being held at the Holiday Inn & Suites in Owatonna, MN on February 23 to 24, 2008. This is the home of the Serengeti Water Park and part of the activities take place in the water park! Forms must be returned by February 8th.

Operation Welcome Home

Ironwood Springs Christian Ranch is honored to host a retreat for returning veterans. The retreat is for OIF/OEF veterans and their spouses. There will be sessions on parenting, communication, dealing with anger successfully, healthy conflict resolution, finances, faith and making marriage work. Breakout sessions include hunting, fishing, horseback riding, quilting, hay rides, campfires, team challenge course and more.

The event is being held at the Ironwood Springs Christian Ranch in Stewartville, MN on March 29 to 31, 2008. The group is looking for each couple to pay $25 to show their commitment.

Sponsors needed: The price of $275 must be raised to each couple to cover expenses and programming. "Invest in a soldier" and make a difference for a lifetime. Each sponsor is invited to serve at the Saturday night candlelight dinner.

If you are a deployed soldier or a family member who is preparing tax returns for a deployed soldier and you need tax information, the Minnesota National Guard Family Programs Office can help.  They can refer you to Certified Public Account who has volunteered their services. Call: 651-268-8200, or

If you served in a combat zone or hazardous duty area anytime from Sept. 11, 2001 through Dec. 31, 2006, you may be eligible for a credit of $59 for each month you served.

To claim the credit, complete Form M99, Credit for Military Service in a Combat Zone. You will need to include certain documentation with your form. This all day workshop is to help educate community providers — counselors, social workers, mental health, chemical dependency, psychologists, nurses, doctors, community leaders and others on the issues they may encounter working with veterans and their families. Nearly 7 of 10 Veterans will seek care via their community provider.

Veterans Day on the Hill - "Rally in the Rotunda"

Tuesday, January 30, 2007 was Veterans Day on the Hill.  At 12:30 p.m. in the State Capitol Rotunda, Minnesota veterans rallied to support the Military and Veterans Support Package.  Governor Tim Pawlenty and legislative leaders from both the Senate and House were there to address veterans and their families.

Winter Carnival Grand Day Parade on Jan 27, 2007

The Winter Carnival has setup a "military group" for the portion. Veterans and military units are encouraged to march. Family members are welcome to march. The units can be a drill team, marching soldiers, bands, etc. Units will march separately. The parade starts at 2 pm. and an inside staging area will be provided for the marchers.

Units interested in signing up for the parade need to go the Winter Carnival website (www.winter-carnival.com) to register. This is needed for planning and line-up in the parade.

Beyond the Yellow Ribbon Training - Willmar, MN

The Minnesota Army National Guard Reintegration Team will be conducting Beyond the Yellow Ribbon community reintegration seminar training on January 15th.

Governor Pawlenty to speak at send-off for Minnesota National Guard troops being deployed to Afghanistan

Governor Pawlenty will speak at the departure ceremony for the Minnesota National Guard’s 147th Personnel Services Battalion. Thirty-two Minnesotan soldiers will be deployed to Afghanistan for one year. The event is Wednesday, January 3, 2007 @ 4:00 p.m. It will be held at the Roseville Training & Community Center, 211 North McCarrons Blvd, Roseville, MN.

KCHK Radio (1350 AM), New Prague, MN will be having a "Salute to Soldiers" show starting at 9:30 am each day from Wednesday to Saturday (Dec 20 to 24). Commissioner Dyrud will be featured on the show at 1:05 pm on Friday, December 22nd.

Governor honored with a certificate of appreciation - Dec 6th

Governor Tim Pawlenty was honored with a certificate of appreciation from the United Veterans Legislative Council (UVLC) on the 6th of December, 2006. Jerry Kyser, the UVLC’s chairman, presented the Governor with the award at the December monthly meeting; the Governor received a standing ovation.

Credited as being the first Governor in Minnesota’s recent history to have provided Governor’s initiatives to the legislature on behalf of military and veterans, Governor Pawlenty humbly accepted the award.

The Governor announced to the press and the more than 60 people in attendance at the gathering that Veterans are going to be his number one priority this legislative session.  Partnering with the veterans of the state of Minnesota, the Governor is intent on making Minnesota the most veteran friendly state in the nation.

We honor them for exemplifying the true character of the American spirit - personal courage, love of country and devotion to duty. We thank them for sacrificing their personal aspirations and safety to procure and protect the freedoms of this great Nation.

While those who died are also remembered on Veterans Day, Veterans Day is the day set aside to thank and honor ALL those who served honorably in the military - in wartime or peacetime.  In fact, Veterans Day is largely intended to thank LIVING veterans for their service, to acknowledge that their contributions to our national security are appreciated, and to underscore the fact that all those who served - not only those who died - have sacrificed and done their duty.

Wednesday, October 25, 2006 marks the grand opening of the Veterans and Community Housing Apartments in Minneapolis. The open house was kicked off with Governor Pawlenty addressing the group of over 60 people in attendance.

Governor's Support Cabinet Summit for Returning Veterans

On September 21, 2006, a Summit to prepare Minnesota for the 3000 troops due to return to the state in March of 2007 took place. Governor Tim Pawlenty's Military and Veterans Support Cabinet, lead by Commissioner of Veterans Affairs Clark Dyrud, presented the Summit at the Minneapolis Convention Center. The Summit began at 7:30 am with a complimentary continental breakfast, and included workshop presentations designed for veterans, military and their families, as well as, service providers, federal, state, and local officials. The Summit was followed by a Veterans Resource Fair that highlighted services; experts were available from 4:30 pm until 7:30 pm to answer questions for our states newest heroes.

Korean War Memorial Plaque Dedication - August 31, 2006

The dedication of the Korean War Memorial Plaque took place at the State Fair Veterans Garden on August 31, 2006. The plaque was dedicated to the many men and women that served during the "forgotten war". The Korean War Plaque is the second of two war memorial plaques that have been dedicated in the State Fair Veterans Garden since its creation.

Transition Assistance Program (TAP)

Career decisions relating to education and employment are issues faced by many returning veterans. The Transition Assistance Program (TAP) Workshop, provided by the Veterans Employment Service, can help you make the right choices. The TAP Workshop will help you assess your present life situation, set goals, and make career choices. You will develop job research and job seeking skills, and create a plan to achieve the results you want. As a TAP participant, you will learn how to find hidden job opportunities, write effective resumes and cover letters, highlight your job skills in an interview, and negotiate a fair wage. We encourage you to bring your spouse if possible.

University of Minnesota Tuition

University of Minnesota President Robert Bruininks has announced that effective Fall Semester 2006 all of the University of Minnesota campuses will waive tuition for War Orphan Education Assistance recipients.

The First Town Hall of the season was held on June 27th, 2006 at the American Legion in West Duluth. The VFW Post 137 held a chili feed for those in attendance immediately following the meeting.

Governor Signs Military and Veterans Enactments for 2006

Governor Pawlenty signed the Military and Veterans Enactments for 2006 on Thursday June 8th, 2006 in the Governor's Reception Room at the Capitol; members of the Minnesota Department of Veterans Affairs look on.

What began as a bonding year for the 84th Legislative Session, turned into positive groundwork for turning Minnesota into a more Veteran friendly state.

Basic Training June 15 & 16, 2006

Minnesota Department of Veterans Affairs holds a "Basic Training" class for new County Veteran Service Officers, Assistant Service Officers, Service Office Secretaries, and  new Department of Veterans Affairs employees on a semi-annual basis. The program has now been expanded to include Tribal Service Officers. The training which is held at the Bishop Henry Whipple Federal building in St. Paul, includes training on service connected claims compensation, pension, the State Soldiers Assistance program and more.

This project was funded using bonding dollars through the Minnesota Housing and Finance Agency on land from the VA Medical Center through "Enhanced Use Lease" . The housing is intended for single occupancy in 140 units occupied by single adult men and women with a minimum of 51% of the units occupied by veterans.

Fifty of the units are for individuals with incomes below $16,500, eighty-eight units are to serve individuals with incomes below $27,500 and the remaining five units are targeted at veterans who receive service connected veterans benefits above the 50% AMI limit.

One hundred twenty-two of the 140 units are accessible to people with disabilities. The other 18 units are in three existing walk-up buildings being refurbished. The eligible tenants will have immediate access to the VA hospital and all of the VA services at the VA campus. In addition, easy access to downtown Minneapolis is available via the Light Rail Transit (LRT), with a stop a block from the projects southern most building. All of the facilities' buildings on the site are designated as sober, drug-free housing.

Phase I (46 units), is targeted for August 1, 2006.

Phase II (94 units), is targeted for October 1, 2006.

Governor Announces Comprehensive Military and Veterans Support Package

Governor Pawlenty announced a number of new initiatives for members of the military and veterans including a state tax exemption for military retirement pay, increased funding for the State Soldiers Assistance Program, more support and coordination with county veterans service officers, a new Military and Veterans Support Cabinet, and help for veterans as they pursue a college education.

WWII Veterans Memorial Ground Breaking
